CARI! is supporting Arbeiter Samariter-Bund (ASB) Indonesia and the Philippines in conducting a Study of Inclusion Aspects in Forecast-Based Budgeting Planning System in Social Protection Programs Applicable in Indonesia as part of the Program for Implementing Humanitarian Inclusion Standards and Guidelines in Disaster Preparedness through Institutional Capacity Strengthening (PASTI Program).

This study aims to review government regulations and policies related to budget planning, especially those that are in line with or related to the concept of forecast-based planning, how they are implemented, and their relationship with policies that support social inclusion and community protection from disasters. It also aims to review the system and planning strategy for social protection program budgeting implemented by the national and regional governments, as well as to provide recommendations on the potential of developing a forecast-based budgeting planning system to implement inclusive social protection programs.
